The Mossawa Center, Haifa. Monday the 23rd of December 2013, the Mossawa Center and the heads of local Arab authorities and the Forum for Arab Culture organizations, petitioned the Supreme Court of Justice.
Albert Andrawes, President of the Forum for Arab Culture Organization stated, "there is no doubt that Arab culture suffers from discrimination as it was decided in 2008 after a survey of Arab culture in Arab towns. Nine cities and villages who had been funded by the Ministry of Culture had their funding frozen and the survey ignored."

The high court of justice approved the request by the Mossawa Center through their lawyers Sameh Iraqi, Jawad Qassem, and Ami Hollander.  The lawyers demanded the Ministry of Culture conduct a comprehensive survey of the needs of the Arab culture within the next six months. The court issued an order to the Ministry of Culture to complete a comprehensive survey in the next three months. A hearing was set to review the survey results and allow debate on the importance of funding and recognition of Arab culture.

Mossawa Center lawyer, Sameh Iraqi, said, "From our point of view, the decision of the court is important and positive especially since the Ministry of Culture will take the responsibility to implement a comprehensive survey of the needs of the Arab culture in order to fill the gaps and financing needs.  This is a first step to an ongoing process in front of the Ministry of Culture with the hope to an end to unfair budget allocations which will hopefully raise budget allocations for Arab culture after suffering systematic discrimination for years."
It is noteworthy to mention that the Ministry of Culture allocated less than 4% of its budget to Arab culture, while the population of the Arab community stands at approximately 20%. 

 Participants in the committee included a number of representatives of Arab culture, including Albert Andrawes, the head of the Forum for Arab Culture, Amer Nakhleh, director of "The House of Music" organization, Said Abu Shakra, Director of the Umm el Fahem Art Gallery, prominent Palestinian writer Salman Natour, Jafar Farah, Director of the Mossawa Center, actors Adeeb Jashan and Latef Noseir, Douaibes Abboud, director of Orpheus, and Samer Maalem, director of the Frinj Theatre in Nazareth.
